Integrated Low Cost Sanitation Scheme (ILCS)


The scheme- Integrated Low Cost Sanitation scheme (ILCS) is basically a welfare scheme for Urban Poor specially for conversion of dry latrine into pour flesh latrines and construction of new latrines were none exist. The ministry of Housing and Urban Poverty Alleviation has taken over the scheme from ministry of welfare during 1989-90 and is the Nodal Ministry for implementing the scheme.
The objective of scheme is to convert the existing dry latrine into low cost sanitation units through sanitary two pit pour flesh latrine with superstructures and new construction of latrine for EWS/ Urban poor having no latrines connected or open defection.
All the urban towns are eligible to get benefit of the scheme however the states are directed to give top priority of the towns having pre-dominance of dry latrines.
The Financing pattern is 75% control subsidy 15% State subsidy and 10% beneficiaries share or contribution. The central subsidy will be released to the State Urban Development Agency (SUDA) which will further release the some to the District Urban Development Agencies (DUDAs) along with the state share. The DUDAs in its turn will implement the scheme after benificiary’s shares are contributed. The NGOs may be appointed for helping the implementation the ceiling cost of per unit low cost sanitary latrine shall be Rs. 10000.00 in general however, for Hill states, including Arunachal Pradesh 25% extra cost may be allowed i.e. Rs 12500.00 ceiling cost for per unit low cost latrine. State government is eligible to retain 1% of their allocation under the scheme for MIS, Monitoring system, capacity Building and IEC etc.
